Evolution of the Indian Penal Code The IPC was formulated under the British colonial rule in India and came into effect on 1st January 1862. It was based on the recommendations of the First Law Commission headed by Lord Thomas Babington Macaulay. The objective was to consolidate and codify the diverse criminal laws prevailing in different regions of the country at that time.
